They must also meet building code standards with proper heating and ventilation systems — all of which cost money. Rick Dimock, the city's food program co-ordinator responsible for inspections, said inspectors are always watching out for people who operate illegally. "We know it happens, but the only way we find out about it is if we get a complaint from someone or we run into it." The city implemented a new system last October whereby inspectors make three visits a year to each of the larger companies. The new catering association hopes that setting rigid membership requirements and encouraging as large a membership as possible will stop people from getting away with breaking the law.
